One of the URBACT II projects is HerO (Heritage as Opportunity). They brought out a new guidebook about how to develop an innovative management strategy supporting an integrated, sustainable development of historic urban areas, capitalising on cultural heritage assets, keeping up the quality of life for residents and visitors, the identity of the place and safeguarding cultural heritage for present and future generations. The guidebook gives recommendations on the best way possible to prepare and implement a management plan for practitioners within historic towns.
