"Evidence and Knowledge Needs for the Territorial Agenda 2020 and the EU Cohesion Policy"

ESPON invites for a two days Open Seminar on “Evidence and Knowledge Needs for the Territorial Agenda 2020 and the EU Cohesion Policy”. The Seminar is organised in cooperation with the Hungarian Presidency of the Council of the European Union, and takes place in Gödöllő on 21 and 22 June 2011.
This event will take into account the current political debate on cohesion policy and the intensive debate on its future during the first part of 2011. The revised Territorial Agenda 2020 and the update of the Territorial State and Perspective document, which is at the core of the Hungarian EU Presidency priorities, is part of this context.
The purpose of this ESPON seminar is two-fold:
- Allow policy makers and practitioners to formulate and further precise the demand of knowledge and tools to the ESPON community;
- Provide evidence on the contribution and usefulness of the ESPON knowledge base and as well concrete examples on practical use the given policy frameworks.
Aim
The seminar will focus on the debate around the EU Cohesion Policy post 2013, including the policy orientations stemming from the adoption of the Territorial Agenda on 19 May 2011 and the knowledge contribution that ESPON can provide to support EU, national and regional policies and strategies, including priorities from and the implementation of the Territorial Agenda 2020.
Programme
The seminar will be kicked off by an introductory political discussion with general interventions by high-level policy makers on the evidence and knowledge a renewed cohesion policy and revised Territorial Agenda would require. This introductory political discussion shall set the scene for the continuation of the seminar and the subsequent dialogues and discussions that will be carried out in the form of “policy oriented panels”. A “zooming in session” on the Territorial Agenda 2020 and its different application will link the general introduction and the following policy oriented panels.
The policy oriented panels will address 8 key areas identified according to their importance on the current political discussion. The aim of the panels is to provide evidence on the contribution and usefulness of the ESPON knowledge base and as well concrete examples on practical use in each of the given policy frameworks. Lead and project partners will bring in critical inputs and examples based on the results of their respective projects. Stakeholders will as well actively participate in the debate bringing their specific needs, experience and points of view.
On the second day, a final Round Table discussion will draw conclusions from the discussions of the previous day and morning session. Taking stock from the discussions selected stakeholders, scientists and policy makers at different territorial levels will be asked to re-formulate and further precise their demand of knowledge and tools to the ESPON community.
This final discussion will provide all actors involved, in particular to the scientific community involved in ESPON and to the CU and MC, valuable feedback to strengthen and increase the usefulness and use of ESPON results in the remaining phase of programme implementation. In addition, the results of the discussion would as well serve the purpose to nourish and streamline the elaboration of a third generation ESPON Programme.
Audience
The seminar is open for all interested people and will in particular welcome a mix of policy makers and scientists from Europe and neighbouring countries to a maximum of 250 participants. The seminar is free of charge but each participant has to cover expenses for own travel arrangements and accommodation.

The Open Seminar will take place on 21 and 22 June 2011 in Hungary at the Royal Castle Gödöllő (Riding Arena,Grassalkovich Castle Gödöllő, 2100 - Hungary)

Participation is free of charge. Reserve your place by filling in the online form available here. A maximum of 250 participants can be hosted, therefore seats are available on a first come first served basis.
The registration will close as from 20 May 2011.
