December 2010 – The First ESPON 2013 Scientific Report presents the methodologies used within ESPON projects to explore comparative advantages and develop concepts, indicators, typologies and European maps on territorial development, competitiveness and cohesion through a dialogue among researchers, practitioners and policy makers. The three scientific papers included in this report address the importance of metropolitan agglomeration, the potentials of rural areas and the territorial impacts and opportunities for the production of renewable energy sources.
The aim of this report is to substantially contribute to the scientific dialogue among researchers and experts around Europe aiming at building a scientific base for future policy development.
One of ESPON’s objectives since the beginning in 2002 has been to support the establishment of a European wide research community in the field of European territorial science. This could increase interest and competences in research on European territorial structures, trends, perspectives and impacts of EU sector policy.
ESPON has hitherto promoted the scientific component of the programme through scientific conferences and workshops, cooperation with European organisations in the fields of regional science, geography and spatial planning, as well as with a dedicated series of ESPON reports mainly targeting the scientific community.
This report presents three scientific papers arising from ESPON research carried out between 2008 and 2010 under the auspices of the ReRisk, FOCI and EDORA applied research projects. Together, the three scientific papers collectively reinforce the importance of metropolitan agglomeration, the significance of connectivity and the shared vulnerability to climate change. They reinforce the territorial diversity of the EU and the variety of potentials for economic growth that exist in different regions of Europe. Each of the three paper presents new insights into processes of change that require further examination, but each also rigorously explores how data might be analysed. During the former ESPON 2006 Programme two reports on scientific progress were published. This ESPON Scientific Report continues and further develops this tradition of scientific dialogue by subjecting the research findings to examination through presentations at learned society conferences and individual peer review.
The ESPON 2013 Programme intends during its lifetime to issue additional Scientific Reports. The ambition for the last one during this Programme is to document the scientific progress made looking across the research and analyses undertaken from 2007-2013.

Suite au Conseil plénier du 28 octobre à Luchon, une étude de satisfaction a été lancée auprès des porteurs de projets du POCTEFA. Les résultats ?
L’impression générale est très bonne et les porteurs de projets ont plutôt trouvé utile voire très utile l’organisation du forum des initiatives transfrontalières et des ateliers. Des encouragements à renouveler l’expérience ont même clairement été formulés. En général, tous sont également d’accord pour dire que cette journée leur a permis de mieux connaître et comprendre les activités de la CTP.Des remarques récurrentes méritent cependant d’être soulignées. Le manque de temps, à la fois sur le forum et sur les ateliers, est l’observation qui est revenue le plus souvent, ainsi que le regret de ne pas pouvoir avoir pu débattre dans les ateliers par manque de temps ou parce que le nombre de participants était trop élevé. Dans le même ordre d’idée, si cette journée a permis aux participants de se rencontrer, de mieux connaître les projets, il semble qu’elle n’ait pas permis de les faire réellement progresser au niveau de leur propre projet ou de leurs idées de coopération. Ici encore, beaucoup d’activités et peu de temps sont sans doute à l’origine de ce manque.

Les organes de gestion du programme organisent à Santander les prochains jours 7 et 8 de février 2011 un séminaire de formation sur la gestion des projets approuvés dans le cadre du second appel à projets, comme cela a déjà été le cas pour lepremier appel à projets. Les représentants des entités bénéficiaires des 28 projets approuvés sont invités pour participer à cet évènement.
Durant deux jours, plusieurs thèmes seront abordés comme les aspects contractuels des projets, la communication et la capitalisation, les outils à disposition des bénéficiaires (guide de gestion des projets et l'application informatique du programme SUDOE), le système de suivi des projets ainsi que leur exécution physique et financière.
De même, des ateliers seront organisés par Etat, afin que les bénéficiaires puissent échanger directement avec leurs correspondants nationaux respectifs sur divers aspects, comme le circuit financier et les procédures de validation des dépenses inhérents à chaque Etat membre du SUDOE.
Ces journées permettront donc à tous les acteurs de se rencontrer et de débuter sur de bonnes bases l'exécution des projets.

The Joint Annual Conference 2011 will take place 21-23 June in Bruges, Flemish Region of Belgium. As in previous years, the event will be arranged jointly with the North Sea Commission.
Programme
The theme of the conference is "Future Perspectives for the North Sea Region", focusing on future policy developments, research needs and a strategic outlook for the region. It is a joint event of the North Sea Region Programme and the North Sea Commission to facilitate interaction between the stakeholders.

The Programme will arrange a session about the 7th Call for Applications on Tuesday 21 June. In parallel, the North Sea Commission will arrange their Annual Meeting. The joint conference will start on Wednesday 22 June. There will be a plenary, thematic workshop sessions and study tours.
7th call
Project developers will get the opportunity to have their ideas included in a Project Idea Book, which will be published prior to the conference. A partner search will be organised on 21 June. Furthermore, the Programme will arrange a road show in connection to the conference and the 7th Call for Applications. The road show will take place in May at multiple locations in the North Sea Region.

This is a new good practice Caroli Buitenhuis introduced in the last MORE4NRG consortium meeting. The idea, which she calls a ‘citizen initiative, addresses a problem most people are all too familiar with: At home the plastic bags are bulging out of our cupboards. And at the store, we’ve forgotten our bag once again and we have to buy a new one.
For this situation, people can dispose of extra plastic bags in the Bag Bubble, or pick one up if they’ve forgotten one. It saves money, stops more plastic bags from being sold (and likely produced) and gets people reusing what is already there. Also, it’s designed like a bubblegum machine — something everyone expects to see at a supermarket.
An independent research, under orders of the Ministry of Environmental Affairs, has calculated the expected environmental impact of this initiative in The Netherlands. Using a conservative estimate, that is, use of the "BagBubble" will cause up to 33 % reduction of the total in the amount of plastic shopping bags sold on a yearly basis.
This will mean up to 184 million less bags per year (in this small country with only 7 million households)! According the independent research consultancy this project will make a substantial contribution to a cleaner environment and it will also make a relevant contribution to the environmental goal to push back the plastic waste. Besides that, there will be a reduction of (waste combustion) emmission of up to 30 million kilo's of C02 (in The Netherlands). At the same time this initiative will raise environmental awareness amongst the citizens and consumers. Requests for the extensive research can be made at info@bagbubble.eu.
Caroli Buitenhuis is the initiator of the BagBubble. It started as a 'civilian initiative'. She came up with this idea standing in the supermarket without a plastic bag, thinking of her cupboard at home full of plastic bags. She didn't want to bring more bags into the environment and decided to do something about it. Caroli Buitenhuis is also advisor on environmental issues.
The BagBubble (before named BagGlobe) was the winner of the Public Vote at the international challenge Mission Sustainability in november 2007. Caroli received her prize in Berlin, on an international sustainability congres from chancellor Angela Merkel of Germany and Helen Clark, prime minister of New Zealand. The BagBubble has won several other prizes and nominations in The Netherlands and Caroli is also writing a weblog on the BagBubble for the Dutch newspaper Trouw.

The presentations from the Transnational Project and Cluster Development Workshop "Getting ready for the 6th Call" are now available online. The event was held on 13 January in Malmö, Sweden, and addressed issues related to the development of strong project and cluster applications. The participants also had the opportunity to discuss their ideas in individual meetings. About 50 project/cluster developers attended the workshop.
